The honest, corrected picture — public university tuition is genuinely free or near-free in every state except Baden-Württemberg, but Germany also has more India-specific process steps than most competitors mention: an APS certificate, a uni-assist layer, a blocked account, and a work-rights rule that changed to 140 full days (not the outdated 120). Every figure here is checked against DAAD, make-it-in-germany.com, the German Mission India and BAMF, not repeated from a blog.

Overview

Study in Germany

Germany has quietly become one of the top destinations for Indian students, built on one structural fact almost no other major destination can match: public university tuition is free, or close to it, for almost every student — domestic or international. India is now consistently among the top two or three source countries for international students in Germany, alongside China, and the fastest-growing large cohort at many technical universities, especially in STEM Master's programmes.

But Germany also has more India-specific process steps than most competitors' guides let on — an APS certificate, a uni-assist application layer, a blocked account, and (from the Summer Semester 2027 intake) a new digital test for some Master's applicants. This page lays out both sides honestly — see the full student visa guide and the APS certificate guide below.

The four figures above — €0 tuition at most public universities, the €11,904 blocked account, the corrected 140/280 work-rights rule, and the 18-month post-study permit — are the ones worth memorising first, and each is explained, sourced and expanded on in its own section below.

Why should students choose Germany?

Germany's pitch to Indian students rests on a combination few destinations offer together: essentially free public higher education, a globally respected engineering and research base, and a real, structured path to post-study residence. It is not without friction — the APS certificate and uni-assist layer add India-specific steps the UK and Ireland simply don't have — but the underlying cost and career case is genuinely strong.

This section tests every headline claim against the verified data table rather than repeating marketing shorthand: tuition really is €0 at public universities in every state except Baden-Württemberg (€1,500/semester for non-EU students there); the work-rights day limit really did rise to 140 full days/280 half-days, not the older 120/240 many guides still cite; and DAAD's Master's stipend of €992/month happens to exactly match the blocked account's monthly withdrawal cap.

Why Germany, specifically for Indian students

Free or near-free public tuition

€0 tuition for Bachelor's & Master's in every state but Baden-Württemberg — see the full cost breakdown.

A deep engineering & automotive base

TU9 technical universities feed directly into Germany's Mittelstand and global manufacturers — see top universities in Germany.

18-month post-study job-seeker permit

Unrestricted work rights while job-hunting, all degree levels — see the full post-study work guide.

DAAD scholarships that can fund your visa proof

The €992/month Master's stipend independently matches the blocked-account withdrawal cap — see scholarships for Indian students.

Growing English-taught Master's supply

German fluency isn't a hard prerequisite for many STEM and business degrees — see language requirements.

Work rights, correctly caveated

140 full days/280 half-days a year, not the outdated 120/240 figure — see work rights while studying.

Bachelor's, Master's & PhD in Germany

Germany follows the standard Bologna three-cycle structure — Bachelor's typically 3-4 years, Master's 1-2 years, PhD 3-5 years — with tuition staying near-zero at public universities across every level, the one genuine structural exception being Baden-Württemberg.

Bachelor's

Bachelor's Degree

3-4 years, 180-240 ECTS — the entry point straight after 12th grade for most English- and German-taught programmes.

Cost of studying in Germany

Germany's single biggest structural advantage over almost every other major destination: no tuition fee at public universities for Bachelor's and Master's, in every state but one. Here's the honest breakdown, including the visa's blocked-account requirement.

Tuition
University typeFee
Public university, most states (Bachelor's & Master's)€0 — semester contribution only
Semester contribution (Semesterbeitrag)€150-€350/semester, often incl. transport ticket
Public university, Baden-Württemberg (non-EU)€1,500/semester
Private universitiesRoughly €10,000-€20,000+/yr — not yet independently verified as a general figure
Visa financial proof & living costs
ItemAmount
Blocked account (Sperrkonto), first year€11,904
Maximum monthly withdrawal€992/month
Munich (highest-cost city)Not yet verified — exact current monthly figure not confirmed against an official source
Smaller university townsNot yet verified — generally below the national blocked-account baseline

Baden-Württemberg exemptions: the €1,500/semester non-EU fee (in effect since winter semester 2017/18) does not apply to EU/EEA students, holders of a German university entrance qualification, grandfathered pre-2017 students, hardship/asylum/disability cases, or the up to 5% who receive discretionary waivers.

Blocked account: the €11,904 figure is sourced to the German Mission India's official visa checklist (dated September 2024) and corroborated by 2026 trackers, but this figure is revised close to annually — reconfirm directly against india.diplo.de or study-in-germany.de immediately before applying, rather than treating it as permanently fixed. See the full blocked account guide and best cities guide for a city-by-city cost picture.

Scholarships for Indian students

Germany's flagship scholarship route is run directly by DAAD (the German Academic Exchange Service), and it's unusually generous relative to the country's already-low base costs. See the full scholarships guide.

DAAD Master's scholarship

€992/month stipend plus a flat-rate travel allowance and health insurance coverage — the monthly figure exactly matches the blocked account's withdrawal cap.

DAAD PhD/doctoral scholarship

€1,300/month stipend, plus travel/insurance coverage and program-dependent extras.

A DAAD award can fund your visa proof

Because the Master's stipend independently matches the blocked-account cap, a DAAD scholarship letter can by itself satisfy your visa's financial-proof requirement.

Not yet verified — other funding routes exist beyond DAAD (state Landesgraduiertenförderung, university merit scholarships, foundation scholarships) but were not catalogued with current figures in this pass. DAAD remains the best-documented, most India-accessible route — always confirm any other scholarship directly with the awarding body before presenting it to a student as available.

Student visa: types, fees & process

Indian students apply for the German National Visa for study purposes — and for most applicants this requires an APS certificate before the visa application can even be submitted, a step most competing destinations don't have an equivalent for. Full detail in the complete student visa guide.

1

Visa type & fee

  • ●German National Visa for study purposes, applied for at the German Mission India.
  • ●Visa fee: €75 for adults, €37.50 for minors under 18.
  • ●Processing time: typically 6-8 weeks from a complete application.
2

Funds & the APS step

  • ●Blocked account: €11,904 for the first year, €992/month max withdrawal.
  • ●APS certificate: ₹18,000, non-refundable regardless of outcome — mandatory for most applicants, with defined exemptions.
  • ●New from Summer 2027 intake: Bachelor's-degree holders applying to Master's in Engineering, Commerce, Finance, Economics or Business/Management must also sit the dMAT alongside standard APS verification.
3

Document checklist

  • ●Passport (10-year validity, 2+ blank pages), application forms, photos
  • ●APS certificate (unless exempt), admission letter, academic proofs, language proof
  • ●Travel health insurance (90 days), CV, motivation letter, financial proof, visa-fee proof
4

Step by step

  • Secure a university admission letter, then open your blocked account and obtain the APS certificate (unless exempt)
  • Book your German Mission India visa appointment and submit the full document checklist
  • Arrange mandatory health insurance and prepare for a typical 6-8 week processing window

APS exemptions: PhD/PostDoc applicants; EU/German public scholarship-funded applicants; non-German-degree applicants; holders of a foreign (non-Indian) degree; International/IB school certificate holders.

Note: the dMAT's statute-level effective date has not been independently re-confirmed beyond the aps-india.de leaflet dated June 2026 — reconfirm directly with aps-india.de before advising an applicant it definitely applies to their specific case. See the full APS certificate guide and document checklist & SOP guide.

Intakes & application deadlines

There is no single national deadline — application windows are set by individual universities and uni-assist.

Primary Intake
❄️WINTER

The Main National Intake

Starts October 1 — the widest course selection is available for this intake, roughly mid-January to mid-July application window.

Availability:Nationwide, most programmes
🌷SUMMER

The Smaller Summer Intake

Starts April 1 — fewer programmes run, roughly mid-July to mid-January application window; always confirm per programme.

Confirm:Directly per university and programme
💻UNI-ASSIST

The Centralised Check Layer

Most Bachelor's and Master's applications route through uni-assist, which verifies foreign qualifications before your application reaches the university.

See:The full uni-assist guide

Admission requirements — uni-assist & language proof

RequirementWhat it means
Uni-assistA centralised service used by many (not all) German universities to verify foreign qualifications before the application reaches the university's own admissions office. Fee schedule not re-confirmed this pass — check current pricing directly on uni-assist.de.
Language proofDepends entirely on whether the programme is German-taught or English-taught — IELTS/TOEFL for English-taught, defined German proficiency levels otherwise, with waivers possible in some cases
Indian grade conversionNo single fixed public formula — uni-assist/individual universities apply their own equivalency methodology (commonly a modified Bavarian formula) per applicant
Never present grade conversion as a fixed public formula — it varies per applicant and institution. See the full uni-assist guide and language requirements guide.
After Graduation

Post-Study Work — an 18-month job-seeker permit

Graduates get an 18-month job-seeker residence permit under Section 20 of the Residence Act (Aufenthaltsgesetz), during which they may work without the student-style day-count restrictions while searching for a qualifying job. Once a suitable offer is secured, most graduates transition to the EU Blue Card (salary-threshold-based) or a regular qualified-professional work visa under §18a AufenthG.

During study itself, international students may work up to 140 full days or 280 half-days per year (a half-day is up to 4 hours) — not the older 120/240 figure many competitor guides still cite — or alternatively up to 20 hours/week during the lecture period, unrestricted during breaks. Academic student-assistant roles (Werkstudent/HiWi jobs at your own university) are exempt from the day-count limit entirely. This 140/280 figure is confirmed directly against make-it-in-germany.com as current for 2026; the exact statutory effective date (reported by secondary trackers as around March 2026) has not been independently confirmed against the underlying statute text. Full detail in the complete Post-Study Work Visa guide and the work rights while studying guide.

The rule, precisely

  • 18-month job-seeker residence permit, §20 AufenthG, all degree levels
  • Unrestricted work rights while job-hunting on this permit
  • 140 full days/280 half-days of paid work per year while studying (corrected from 120/240)
  • Werkstudent/HiWi roles at your own university are exempt from the day-count limit
  • Transition to EU Blue Card or §18a AufenthG once a qualifying offer is secured

Popular courses & fields

Engineering, computer science/data science, and business/management pull the largest share of Indian applicants, driven directly by Germany's manufacturing and automotive base and its low-cost Master's programmes.

PhD, any field

Structured or individual doctorate, DAAD stipend from €1,300/mo. See the full PhD guide.

Bachelor's straight after 12th

3-4 years, 180-240 ECTS, €0 tuition in most states. See the full Bachelor's guide.

Master's, 1-2 years

The level driving most Indian-student growth. See the full Master's guide.

Top universities & institutions in Germany

Germany's most research-intensive technical cluster is TU9 — nine institutes of technology. Beyond TU9, the federal-state Excellence Strategy marks out a broader tier of research-strong institutions across all disciplines. See the full universities guide.

  • Universität — traditional research university, the broadest faculty range, standard for Bachelor's through PhD.
  • Fachhochschule / University of Applied Sciences — practice-oriented, often with a mandatory internship semester, valued for direct industry links. See the types of universities guide.
  • Private universities — the exception to Germany's free-tuition rule, charging real tuition (roughly €10,000-€20,000+/year, not independently verified as a general figure).
Not yet verified — the current, complete Excellence Strategy university list was not independently re-confirmed against excellence-initiative.com or DFG/BMBF sources this pass — confirm the current list directly before presenting it as a fixed ranking claim.

Best student cities in Germany

Munich, Berlin, Stuttgart and Aachen are the most common Indian-student hubs, each for different reasons — presented descriptively, since no single official "best city" ranking exists.

CityBest for
MunichTU München, LMU; highest automotive/tech employer density (BMW, Siemens); also the highest cost of living
BerlinTU Berlin; startup and tech hub; noticeably lower cost than Munich
StuttgartUniversität Stuttgart; deep automotive roots (Mercedes-Benz, Porsche, Bosch)
AachenRWTH Aachen (TU9); lower cost than Munich/Stuttgart; near the Netherlands/Belgium border
No official ranked city comparison exists — presented descriptively, not as a "best city" verdict. See the full best cities guide.

Germany vs other study destinations

Indian students most often cross-shop Germany against the UK, the US, and Ireland. Germany's honest trade-off is speed and cost, not always convenience — the application process has more India-specific steps than most competitors.

Germany's clearest edge is cost — genuinely free tuition changes the total multi-year cost calculation more than any scholarship elsewhere can. Its clearest added friction is the APS certificate and uni-assist layer. See the full comparison guides for the complete honest read.

Living, working & building a career in Germany

Work rights, housing, insurance, career prospects, research and alumni — the practical side of studying in Germany.

Work rights during study

Up to 140 full days/280 half-days per year, or 20 hrs/week during term with no limit during breaks — Werkstudent/HiWi roles at your own university are exempt entirely. Corrected from the outdated 120/240 figure.

Accommodation

Two main channels: Studentenwohnheim (subsidised dormitories, cheaper but often waitlisted) and private shared flats (WG — Wohngemeinschaft), more available but pricier in cities like Munich.

Health insurance

Mandatory before enrolment. Students under 30 in a degree programme generally take gesetzliche (statutory) insurance at a fixed student rate; older/non-degree students may need or choose private insurance.

Career prospects

Automotive/mechanical and electrical engineering, IT/software and growing AI/data roles within manufacturing lead hiring. Average starting salaries by field and the exact EU Blue Card salary threshold are not yet independently confirmed this pass.

Research & academic reputation

Anchored by TU9 for engineering/technology, plus Max Planck Institutes (basic research) and Fraunhofer Institutes (Europe's largest applied-research network) — both regularly host graduate and doctoral students.

Alumni network

DAAD runs an active global alumni network for its scholarship recipients, including India-focused events and DAAD Information Centres within India — a genuine, ongoing India-specific touchpoint.

Frequently Asked Questions

Key answers on tuition, the APS certificate, the corrected work-rights figure, and the blocked account requirement.

Is it true that studying in Germany is free?▾

At public universities, yes — in every state except Baden-Württemberg, which charges non-EU students €1,500/semester for Bachelor's, Staatsexamen and consecutive Master's programmes. Everywhere else you pay only a modest semester contribution (€150-€350), not tuition. Private universities do charge real tuition. See the full cost guide for the complete breakdown.

Do I need an APS certificate to study in Germany?▾

Most Indian applicants do, with specific exemptions for PhD/PostDoc applicants, those with EU/German public scholarship funding, non-German-degree applicants, holders of a foreign (non-Indian) degree, and International/IB school certificate holders. The fee is ₹18,000, non-refundable regardless of outcome. See the APS certificate guide for the full exemption list and the new dMAT requirement for some Master's applicants from the Summer 2027 intake.

How many hours can I work as an international student in Germany?▾

Up to 140 full days or 280 half-days per year, or up to 20 hours/week during term with no limit during breaks — not the older 120/240 figure many guides still cite. Academic student-assistant (Werkstudent/HiWi) jobs don't count against this limit at all.

How much money do I need to show for a German student visa?▾

€11,904 in a blocked account for the first year, with a maximum monthly withdrawal of €992 — this figure is revised close to annually, so reconfirm it directly before applying. A DAAD Master's scholarship (€992/month) can by itself satisfy this requirement.

What happens after I graduate — can I stay and work?▾

Yes — graduates get an 18-month job-seeker residence permit under Section 20 of the Residence Act, with unrestricted work rights while job-hunting. Once a qualifying offer is secured, most graduates transition to the EU Blue Card or a regular qualified-professional work visa under §18a AufenthG.
